Saya jadi ingat pengalaman hampir setahun yang lalu, tepatnya tanggal 2-5 Juni 2012. Ketika itu saya memaksakan diri untuk hadir di sebuah acara yang rasanya tidak biasa. Acara ini diberi judul Festival Jadul atau Jawa Kidul. Kenapa dibilang memaksakan diri? Karena ternyata perjalanan memang tidak biasa.

Dari Jakarta saya harus menempuh jarak yang cukup jauh menuju kota Tasikmalaya di sebelah timur Bandung. Terbayang kan? Bandung saja jauhnya lumayan dari Jakarta apalagi Tasikmalaya. Benar-benar bukan perjalanan mudah karena ditempuh selama kurang lebih 6 jam dengan jalanan yang tidak selamanya lurus.

Tiba di Tasikmalaya bukan berarti akhir dari perjalanan karena saya masih harus menempuh jarak tambahan dengan kondisi jalan yang luar dari biasa. Dari kota Tasikmalaya saya harus menempuh perjalanan menuju desa Mandala Mekar. Desa ini terrletak di kabupaten Tasikmalaya yang merupakan salah satu dari 348 desa/kelurahan yang terbagi dalam 39 kecamatan. Untuk menggambarkan jauh dan susahnya desa Mandala Mekar dari kota Tasikmalaya, saya kasih tahu saja kalau biaya ojek dari kota Tasikmalaya adalah sebesar Rp. 150.000,-/orang. Bisa dibayangkan bukan berapa jauhnya?

Jauh sebenarnya bukan masalah karena yang paling jadi hambatan adalah kondisi jalan yang bisa membuat perut kita seperti diaduk-aduk saking jeleknya. Tukang ojek yang tidak berpengalaman pasti akan angkat setir melihat kondisi jalan menuju desa Mandala Mekar.

Tapi, ada yang luar biasa dari desa Mandala Mekar. Meski mereka jauh dan susah dijangkau tapi ternyata desa itu luar biasa. Dari acara Festival Jadul saya memperoleh cerita kalau desa Mandala Mekar adalah salah satu desa yang termasuk dalam jaringan Desa Membangun.

Apa sih Desa Membangun itu? Dari situs resmi mereka dijelaskan bahwa:

Semangat itu menginspirasi desa-desa di Banyumas untuk melakukan gerakan secara kolektif sehingga muncul Gerakan Desa Membangun. Gerakan Desa Membangun (GDM) merupakan inisiatif kolektif desa-desa untuk melakukan tata kelola pemerintahan yang baik dan transparan. Gerakan ini lahir sebagai kritik atas praktik pembangunan perdesaan yang cenderung dari atas ke bawah (top down) dibanding dari bawah ke atas (bottom up). Akibatnya, desa sekadar menjadi objek pembangunan, bukan sebagai subjek pembangunan. Desa tidak kurang diberi kewenangan dalam mengelola sumber daya yang ada di wilayahnya.

Meski jauh dan sulit dijangkau namun ternyata desa Mandala Mekar sangat maju dalam memanfaatkan jaringan internet. Mereka bahkan punya website desa sendiri  yang berisi perkembangan desa yang diupdate secara berkala oleh perangkat desa sendiri. Update tersebut berisi informasi tentang perkembangan desa seperti panen cabe,  pelantikan kepala desa yang baru, dan beragam kegiatan-kegiatan kecil lainnya.

Bukan hanya itu, desa Mandala Mekar juga punya radio sendiri yang diberi nama: Ruyuk FM. Radio sederhana ini jadi pilihan media untuk warga desa saling bertukar informasi secara cepat. Karena menggunakan frekuensi radio, Ruyuk FM (yang berarti hutan belukar) maka jangkauannya menjadi sangat luas bahkan menyeberang ke desa dan kecamatan lain di Tasikmalaya. Ini sangat mempermudah jalinan informasi antar desa di daerah yang masih sulit dijangkau itu.

Kesadaran mereka memanfaatkan ragam informasi tentu sangat membantu meningkatkan produktifitas desa mereka. Informasi yang berkembang pesat di antara warga desa tentu membuat mereka mampu meminimalisir beragam kekurangan yang mungkin bisa jadi penghalang perkembangan desa. Selain itu akses informasi yang terbuka (termasuk internet) membuat mereka juga bisa belajar banyak dari dunia maya yang kita tahu menyediakan banyak sekali informasi. Informasi itu kemudian dibagikan ke semua warga melalui radio Ruyuk FM yang dikelola sendiri oleh desa Mandala Mekar.

USO dan Informasi Yang Jadi Hak Semua Orang

Di Makassar pada tanggal 23-25 Mei nanti akan ada gelaran ICT USO 2013. Gelaran ini adalah sosialiasi dan pengenalan program USO oleh Keminfo. Setelah Yogyakarta 2011 dan Banjarmasin 2012, sekarang giliran Makassar yang jadi tuan rumah. USO ( Universal Service Obligation) atau dalam bahasa Indonesia disebut Kewajiban Pelayanan Universal adalah sebuah program dari Keminfo yang punya tujuan agar akses informasi di seluruh wilayah Indonesia bisa lebih merata.

USO kemudian dipadankan dengan ICT (information and communication technology) atau teknologi informasi dan komunikasi. Tentunya pemerintah sadar kalau perkembangan informasi sudah sangat maju utamanya akses internet. Sudah saatnya seluruh rakyat Indonesia menikmati buah manis dari internet tersebut.

Sebenarnya bukan hanya kemajuan internet saja yang harus betul-betul dimanfaatkan oleh warga negara tapi segala macam jenis akses informasi termasuk frekuensi radio dan televisi. Sayangnya pada prakteknya ini tidak mudah. Akses internet belum merata, semakin jauh dari kota besar atau semakin jauh dari pulau Jawa sepertinya makin susah kita mendapatkan akses internet.

Pekerjaan saya yang membuat saya harus mengunjungi beberapa tempat yang jauh di pedalaman pulau Sulawesi membuat saya kadang menemukan keadaan betapa susahnya sinyal. Bukan hanya sinyal internet, bahkan sinyal telepon biasapun kadang sulit untuk didapatkan.

Saat ini Kominfo memang sudah melancarkan beberapa program yang diharapkan bisa menjangkau desa tertinggal, salah satunya adalah PLIK (Pusat Layanan Internet Kecamatan) dan MPLIK yang berbentuk mobile atau bergerak. Secara teori layanan ini memang sangat bagus, tapi pada prakteknya seperti yang diceritakan teman-teman di lapangan selalu ada masalah yang membuat layanan ini tidak optimal sesuai rencana.

Pengalaman mendatangi desa Mandala Mekar hampir setahun yang lalu membuat saya merasa bermimpi suatu hari nanti akan ada lebih banyak desa-desa di Indonesia yang bisa merasakan manisnya buah informasi. Desa Mandala Mekar adalah salah satu contoh penting bagaimana sebuah desa bisa menerobos keterbatasan dan berdaya dengan menggunakan internet sebagai corongnya.

Di film dokumenter Linimassa 2 juga ada rekaman beberapa desa di Indonesia yang tahu betul bagaimana memberdayakan diri dengan menggunakan akses informasi yang beragam ini seperti internet dan radio FM. Sungguh sebuah kenyataan yang membuat saya yakin kalau sebenarnya kita bisa kalau kita mau.

Pemerintah memang sudah punya program meski harus saya akui kalau program tersebut masih banyak yang tidak atau belum optimal. Selain pemerintah tentunya kita sebagai warga juga harus mau saling berkolaborasi satu sama lain untuk memanfaatkan akses informasi yang berlimpah ini. Pemerintah boleh membuat program, tapi jalan tidaknya program itu akan kembali kepada kita juga. Produktifitas nasional kita sangat dipengaruhi oleh perkembangan informasi yang merata di seluruh Indonesia. Salah satunya sudah dibuktikan oleh desa Mandala Mekar.

Kunjungan ke desa Mandala Mekar yang sebenarnya cukup membuat letih itu tidak membuat saya menyesal karena pada akhirnya saya tahu kalau ada desa yang bisa memanfaatkan majunya teknologi. Saya hanya berharap program ICT USO ini kelak bisa menciptakan lebih banyak lagi desa Mandala Mekar di semua pelosok Indonesia, karena bukankah informasi adalah hak kita semua?
