Kewenangan daerah ditarik kembali?

Undang-undang otonomi daerah dibuat dengan semangat untuk memberikan kewenangan kepada masing-masing daerah. Ide ini dimunculkan oleh para intelektual karena melihat potensi daerah harusnya bisa berkembang lebih maksimal jika dikelolah sendiri. Zaman orde baru memang menginginkan kemerataan Indonesia keseluruhan, dari Sabang sampai Merauke. Tetapi daerah, utamanya yang kaya akan sumber daya alam merasa tidak adil. Sumber daya yang mereka hasilkan malah dinikmati oleh daerah lain. Dan semuanya diatur dan diputuskan oleh pemerintah pusat.

Di atas kertas, otonomi daerah ini harusnya bisa memicu semangat daerah-daerah untuk bersaing dalam pembangunan daerah. Sumber daya alam yang dimiliki dikelolah sendiri dan menghasilkan pendapatan yang digunakan untuk kesejahteraan masyarakat daerah tersebut. Sayangnya, desentralisasi pemilihan kepala daerah saat ini terlihat memunculkan pimpinan-pimpinan yang berpeluang untuk korup. Kekuasaan mungkin menjadi daya tarik yang sulit ditolak. Amanah yang seharusnya digunakan untuk kepentingan rakyat beralih menjadi kepentingan politik.

Terjadinya tumpang tindih  izin usaha penambangan dan pemanfaatan lahan adalah salah satu indikasi bagaimana beberapa kepala daerah lalai dalam mengelola kewenangan yang diberikannya. Izin usaha yang sama bisa diberikan kepada pihak yang berbeda. Dan ini membuat kekisruhan antar pengusaha dan pemerintah daerah pun terkesan lepas tangan. Akhirnya pemerintah pusat mengambil alih kewenangan. Sayang sekali.

Mungkin ide untuk memandirikan daerah ini memang brilian. Tetapi kesannya malah seperti anak bayi yang belum tahu apa apa kemudian ditinggal oleh ibunya. Fungsi sosialisasi, pengawasan dan evaluasi dari pusat sendiri tidak berjalan baik. Ketidak pahaman terhadap aturan membuat pemerintah daerah menggampangkan prosedur pengelolaan sumber daya ini. Pengawasan dan evaluasi pun tidak dilaksanakan dengan rutin. Seperti gunung yang sudah akan meletus, barulah semua orang kocar-kacir mencari cara untuk menyelamatkan diri.

Kewenangan yang diberikan memang diikuti oleh tanggung jawab. Sayang jika kita sebagai unsur masyarakat memilih pemimpin yang hanya memikirkan dirinya dan kepentingan politik semata. Jika demikian, jangan salahkan jika sang bunda mengambil kembali karena kita dianggap belum terlalu dewasa untuk itu. Indikasinya sebenarnya sudah terlihat. Untungnya undang-undang otonomi daerah ini sudah menjadi garis kebijakan pemerintah Indonesia. Walaupun ada kabar tentang adanya revisi dalam waktu dekat ini.

Yang paling penting sekarang adalah bagaimana menjaga kelangsungan sumber daya alam dan memilih pemimpin yang pandai mengolah, bukan cuma pandai berpolitik. Memang sebaiknya mencari pemimpin yang punya keahlian enterpreneur, mereka tidak akan menjual asset  tetapi berusaha sebaliknya. Dan memilih itulah tugas kita.  Dengan bergeraknya roda ekonomi, kesejahteraan akan meningkat. Masyarakat tidak akan mencari yang gratis, karena mereka punya uang untuk membayar.
